Общественное движение широких слоев среднего класса [middle class] в 1970-80-е, целью которого являлось снижение налогового бремени в целом, и налога на недвижимое имущество [real-property tax], в частности. При этом не ставилась цель сделать налоги более справедливыми в отношении различных категорий граждан или равно распределять налоговое бремя - представители движения выступали за снижение уровня налогов в целом в условиях высокой инфляции. Официальным началом движения считается выдвинутая в 1978 инициатива калифорнийцев по принятию "Предложения 13" [Proposition 13]. В результате давления общественности к 1980 налоги были снижены или стабилизированы в 38 штатах
